Job Description

• IOM, in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the United Nations Environment Programme (UNEP), will support the Government of the Republic of Azerbaijan in the implementation of the Adaptation Fund project "Building Climate Resilient Cities and Communities in the Republic of Azerbaijan". The project aims to enhance climate change adaptation and resilience of local communities in Azerbaijan while fostering the necessary capacities and knowledge in the country.

• It will be achieved through three main components: 1) enhancing technical and institutional capacity for climate action; 2) implementing climate adaptation initiatives, such as reducing heat risk through greening corridors in Baku, enhancing early warning systems for sea level fluctuations and flooding in Neftchala, and improving water security through rainwater harvesting in Astara; and 3) scaling up climate change adaptation solutions.

• Under the overall supervision of the Head of Office (HoO) in Azerbaijan and direct supervision of theNational Programme Officer, and in collaboration with relevant units at the Regional Office for Europe and Central Asia, the Senior Project Associate (Climate Action) will be responsible and accountable for coordinating and supporting the implementation of IOM’s activities under the above-mentioned project, including assigned activities in Neftchala and Astara, as well as relevant activities in Baku and Component 3, maintaining compliance with IOM procedures and donor requirements.

Responsibilities

  • Independently lead and coordinate the implementation of the project, including through regular travels to project sites in Baku, Neftchala and Astara. Monitor implementation of activities to ensure work is proceeding according to established plans; analyse implementation issues and bring them to the attention of the supervisor withrecommendations for appropriate follow-up.
  • Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  • Monitor budget expenditures by verifying availability of funds and maintaining a proper record of approved project budgets and their revisions.
  • Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
  • Coordinate administrative and logistical arrangements related to the procurement, delivery, installation and handover of project equipment and materials, and follow up on implementation with relevant technical counterparts, suppliers and contractors in accordance with IOM procedures.
  • Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
  • Participate in meetings and conferences. Maintain effective liaison and coordination with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project.
  • Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports. Ensure status reports are prepared and submitted in a timely manner and in line with IOM and donor requirements.
  • Identify and document good practices and lessons learned and contribute to the development of Standard Operations Procedures (SOP), guidance materials and project concept inputs. Coordinate project knowledge management activities, including the maintenance of SharePoint repositories, systematic filing of project documentation, and dissemination of knowledge products to support institutional learning.
  • Supervise and provide guidance and training to reporting staff, and monitor the work of suppliers and implementing partners.
  • Perform such other relevant duties as maybe assigned.

Requirements

  • Education
  • Bachelor’s degree in Environmental or Climate Change studies, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • High school diploma with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience
  • Experience in coordinating or supporting the implementation of development, climate adaptation, environmental sustainability, or resilience-building projects.
  • Experience coordinating operational, logistical or administrative aspects of project activities, includingfollow-up with suppliers, contractors and implementing partners.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
  • Experience in working with communities or migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.

Requirements

  • Strong project coordination, organisational and planning skills.
  • Good knowledge of climate adaptation, resilience-building and environmental sustainability concepts.
  • Good knowledge of the UN system and multilateral donor programming.
  • Proven ability to establish and maintain strong working relations with relevant government counterparts, international organizations and other stakeholders.
  • Good communication, interpersonal and supervisory skills.
  • Ability to meet deadlines and work under pressure with minimum supervision.
  • Computer literacy, including proficiency in Microsoft Office applications and relevant online tools.
